Starting in 1986 the temporary joint venture established by Recchi, as agent, with CCPL, C.I.S. and Fiat Engineering, undertook the project to upgrade the Turin railway junction. In 1993 the association was commissioned by the State Railway Authority (Ferrovie dello Stato) to provide additional services to design and construct the fourth stage of the Orbassano freight hub, work on which had commenced in 1985. Major changes to the infrastructure were required to guarantee a more efficient and modern layout of the railway system between Turin's Lingotto and Stura stations, which was no longer capable of meeting demand. The core of the project was the construction of the new underground rail link between the Lingotto and Stura stations, where all national and international railway lines meet and branch off.
